How Can the Territories Gain from the Application of Principles of Justice?

Good governance aims to ensure social justice, namely the possibility for all citizens to access education, health and employment. Yet, beyond this, should justice not have another essential goal: ensuring that different territories enjoy equal opportunities? If so, which principles ought to underpin this spatial justice?
