Territorial Development: the “Burning Obligation” to Define a Nationwide Policy

In any country, throughout history, authorities at different levels have made decisions that have contributed to territorial development. Yet these decisions can only be legitimate if they are part of an overall policy aiming to deliver a common benefit nationwide. Can we hope for a policy on this scale for the France of tomorrow?
