A victory for geography in the war for water: but what next?

Once upon a time, there was a very centralized country in which some senior civil servants in high places thought that for the common good of their territories, it was better to govern everything on bigger geographical scales. Their doctrine was based on a simple principle: big is beautiful[1]. This produced laws [2], one of which triggered a water war that was to last ten years and was to end, fortunately, with geography’s revenge over State technocracy. Let’s see how.
