In 1979, Michel Crozier published a work entitled On ne change pas la société par décret. (You Can't Change Mobility by Decree!) A sea change from right to left was about to sweep through French politics, heralded by an ambitious slogan: Let's Change Life! The sociologist, renowned for his work on organizations, responded to this zealous program with caution, putting his finger on many areas in which inertia would counteract the desire for change: bureaucracy in both the private and public sectors, education, research and others.
