Is this the end of the “happy metropolization” paradigm?

Cities indubitably fulfil a useful function for society and their legitimacy is beyond question. Influenced by the belief in a “happy globalization”, France has come up with its own version, scaled down to city size, that I have described as “happy metropolization”, introducing no fewer than three laws between 2010 and 2017; but should we still have faith in this idea?
